En la República habrá un Tribunal Supremo de Aduanas, integrado por tres miembros nombrados por el Gobierno, con residencia en Bogotá, y para un período de cuatro años, y un Tribunal Distrital de Aduanas en cada uno de los varios Distritos aduaneros y en los lugares que determine el Director General de Aduanas de acuerdo con la Junta General. El Tribunal Supremo nombrará su Secretario y dos Escribientes. El Secretario devengará un sueldo mensual de doscientos cincuenta pesos ($250), y cada Escribiente uno de cien pesos ($100).
