Art. 13. Cuando a juicio del Poder Ejecutivo federal convenga a los intereses i derechos de la Nacion que alguno o algunos juicios civiles i criminales se radiquen en la capital del respectivo Estado en la primera instancia, podrá ordenar la radicacion i ésta se llevará a efecto en cualquier estado de la causa; inmediatamente que por el órgano conveniente se comunique la resolucion ejecutiva.
