La suma de que trata esta Ley, se incluirá a razón de dos millones de pesos ($ 2'000.000.00) por año en el Presupuesto Nacional de las próximas vigencias, y en caso de no hacerse, el Gobierno queda facultado para hacer los traslados o abrir los créditos necesarios o hacer cualquier otra operación de crédito.
