Si el Jefe de alguna de las citadas dependencias estimare que la partida asignada resulta insuficiente para la atención completa de todas las actividades que intente desarrollar durante el año respectivo, lo comunicará así al Presidente de la República, exponiendo las razones del caso, para que decida lo pertinente. El Presidente informará de su decisión al Ministro de Hacienda.
