Art. 20.º Cuando el individuo inutilizado lo haya sido por mutilación de miembro, de manera que tal lesión esté á la vista de todos, no habrá necesidad de que se nombren peritos para hacer tal reconocimiento, pues en este caso el Comandante General ó los respectivos Gobernadores, ó Prefectos de Provincia, como yá se ha dicho, lo examinará por sí, en unión de sus Secretarios y dos testigos abonados, y le expedirán al invalido una certificación jurada que ha sido reconocido y de que realmente se halla inútil, al tenor de lo que prescribe esta Ley.
