Facúltase al Gobierno para reglamentar por medio de decretos las disposiciones de esta Ley; para resolver las dudas que se presenten en su ejecución, y para hacerle las modificaciones que sin afectar su fondo sean necesarias para el buen cumplimiento de ella.
