° De acuerdo con lo dispuesto en el artículo 5.° del Decreto número 529 de 1956, el Banco de la República podrá descontar a los Bancos locales sin afectar su cupo ni el cupo legal del Gobierno en dicho Banco, las obligaciones que suscriba la Corporación Nacional de Servicios Públicos, en desarrollo del artículo 1.° de este Decreto.
