° Facúltase a los Gobernadores de los Departamentos, para que por medio de sus Alcaldes autoricen a los respectivos Concejos Municipales para sesionar, cuando las circunstacias lo permitan, con fines a celebrar contratos y adquisiciones que busquen el mejoramiento y ensanche de los servicios públicos o utilidad económica para el Municipio.
