Los departamentos que en la vigencia de 2001 presentaron excedentes en el presupuesto del situado fiscal del sector educativo, podrán acceder a los recursos de que trata el presente decreto sólo cuando el monto del faltante sea mayor al valor del superávit en el presupuesto del Situado Fiscal que registró el departamento en la vigencia de 2001.
