De conformidad con el numeral 11 del artículo 76 de la Constitución Nacional, autorizase hasta el 31 de diciembre de 1968 al Presidente de la República para celebrar acuerdos con los Departamentos y el Distrito Especial de Bogotá tendientes a racionalizar el debido funcionamiento de la educación primaria, y para efectuar las operaciones presupuestales y de crédito que fueren necesarias, con tal propósito.
