Con el objeto de estimular el desarrollo industrial, las empresas públicas a solicitud de la respectiva zona franca venderán en bloque los servicios de energía y acueducto. Por el suministro de los servicios públicos de acueducto y energía, la zona franca no podrá percibir ninguna utilidad.
