º . EL artículo 2º del Decreto 2145 de noviembre 4 de 1999 quedará así: Artículo 2º. Ambito de aplicación. El presente decreto se aplica a todos los organismos y entidades del Estado, en sus diferentes órdenes y niveles, así como a los particulares que administren recursos del Estado.

Parágrafo

Las normas del presente decreto serán aplicables en lo pertinente, a las entidades autónomas y territoriales o sujetas a regímenes especiales en virtud del mandato constitucional.
