Artículo I

Las Altas Partes Contratantes se comprometen a proteger y a desarrollar la colaboración cultural entre ambos países, y otorgarán, a base de reciprocidad, las mayores facilidades compatibles con sus respectivas legislaciones. Las Comisiones Mixtas Permanentes a que se refiere el artículo VII de este Convenio, estudiarán las condiciones que permitan poner en práctica el principio enunciado en el presente artículo.
