En desarrollo del Decreto número 0898 bis del 19 de abril de 1951, créase una Junta especial encargada de administrar el auxilio nacional para la reconstrucción del Acueducto de Manizales, Junta que estará integrada así: señores Luciano Durán R, Daniel Gómez Arrubla, Jaime Gómez Hoyos, León Londoño y Guillermo Ocampo Avendaño.
