Los sueldos de los Jefes y Oficiales se abonarán directamente a los interesados, previo recibo, y no se cubrirá sueldo alguno, ni parte de él, á persona extraña á los individuos para quienes los habilitados reciban fondos del Tesoro nacional; ni aceptarán libranza alguna para hacer descuento de sueldos. No harán otros descuentos que los que ordenen los Comandantes en Jefe ó Comandantes generales respectivos en asuntos administrativos del servicio; los relativos al Montepío Militar, los que por embargo procedan del Poder Judicial y hayan sido comunicados por el órgano judicial respectivo, los procedentes de radicaciones establecidas y la de sueldos anticipados por el Gobierno.
