Los Departamentos que eliminen la renta de licores y supriman o prohíban la producción y el consumo de estos, quedan ampliamente facultados para prohibir la introducción de bebidas alcohólicas a su territorio y para dictar las disposiciones que estimen convenientes para establecer tan saludable reforma.
