El Administrador dará curso a los pliegos que se le presenten por el primer correo ordinario o extraordinario que despache. De esos pliegos se formará una planilla especial, y se le advertirá al conductor lo que contienen, para que dé recibo, despliegue especial vigilancia a fin de evitar su pérdida o extravío y exija recibo especial de Administrador respectivo.
