Art. 35 Los inconvenientes, las deficiencias y los vacíos que se encuentran en la práctica al aplicar está Ley. Los enmendará ó llenará el poder Ejecutivo por medio de decretos que tendrán Fuerza obligatoria de Ley, ya se refieran al procedimiento ó bien a la aplicación de las penas señaladas para el caso.
