El Ministerio de Hacienda y Crédito Público, por conducto de la Dirección General del Presupuesto, hará el estudio de las solicitudes de partidas para incluir en el proyecto de presupuesto, y cuando no se ajusten a las normas prescritas en este estatuto, formulará un pliego de observaciones, que hará conocer al respectivo Ministro o jefe de Departamento Administrativo.
