Art 23. El comercio que se haga por buques nacionales de vapor entre los puertos de Barranquilla, Cartajena, Santamarta i Riohacha, se repartirá comercio costanero, i solo estará sujeto a las formalidades que para este comercio establece el Código Fiscal.
