- INCAPACIDAD FISICA TRANSITORIA. En caso de que por motivos de salud debidamente certificados por la entidad de previsión social a la que están afiliados los funcionarios de la alcaldía respectiva, un concejal se vea impedido para asistir transitoriamente a las sesiones del Concejo, el Presidente de dicha corporación declarará la vacancia temporal (Ley 136 de 1994, art. 58).
