auxilios de que tratan los artículos 1.º, 2.º, 3.º, y 4.º, de la presente Ley, serán incluídos en el Presupuesto de la próxima vigencia fiscal, pero de no hacerse así, queda autorizado el Gobierno Nacional para hacer los traslados o abrir los créditos que requiere el estricto cumplimiento de esta disposición.
