El Poder Ejecutivo dictará las órdenes del caso para reglamentar por medio del destacamento a que se refiere el artículo anterior, el cumplimiento, en el trayecto de Bocachica a Mamonal, de las leyes fiscales y de sanidad, respecto de los barcos marítimos que arriben a Mamonal con el objeto de tomar allí petróleo, sea para uso propio, sea para la exportación.
