El parágrafo 1º. del artículo 60 quedará así:

El Gobernador, Intendente, Comisario o Alcalde Mayor de Bogotá, obrará como ejecutor de las decisiones de la Junta Administradora del FER, y como ordenador del gasto. La facultad de ordenación del gasto podrá ser delegada.
