Artículo primero. Facúltase al Ministro de Hacienda y Crédito Público para revisar la nómina de empleados del Instituto Geográfico Militar y Catastral (Instituto Nacional Agustín Codazzi), reorganizar sus dependencias, adaptándolas a las nuevas necesidades, y, en consecuencia, para refundir y suprimir empleos y crear nuevos cargos en dicha institución, siempre que los gastos que implique tal reorganización se mantengan dentro de la partida global asignada a esa entidad en el Presupuesto de la vigencia.
