Ninguna obra se podrá iniciar sin qué el contrato respectivo esté perfeccionado, incluyendo pago de impuesto de timbré y derechos de publicación, certificado de reserva y fondos expedido por la Auditoría Fiscal si su cuantía lo exigiere y el cumplimiento de las demás disposiciones vigentes relacionados con el respectivo contrato.
