º. La primera elección de miembros de Cámaras de Comercio, tanto para las que se funden como para la renovación de las existentes, se hará libremente por los principales comerciantes e industriales de la respectiva jurisdicción y por las mencionadas en el artículo anterior.

Las elecciones posteriores se harán por las personas inscritas en el Registro Público de Comercio de la respectiva Cámara.
