El gobierno aportará a la Administración Postal Nacional, a través del Ministerio de Comunicaciones y mediante contrato con ésta, unas suma no inferior a quince millones de pesos ($15.000.000.00) durante el año de 1964 y siguientes, para contribuir a los gastos de operación de los servicios postales y hasta cuando la Administración Postal Nacional este en capacidad económica de cubrir tales gastos, a juicio del Gobierno. Las partidas correspondientes se incluirán en los presupuestos de funcionamiento del Ministerio de Comunicaciones, de las respectivas vigencias, y serán giradas por doceavas partes a favor de la Administración Postal Nacional.
