Para el fomento de la colonización de baldíos colombianos se apropiará en el Presupuesto de la próxima vigencia, una suma igual a la recaudada en 1946, por razón del impuesto sobre exceso de utilidades; y en los años sucesivos, la cantidad apropiada en la vigencia inmediatamente anterior, con un dos por ciento (2%) de aumento.
