Mientras el Gobierno Nacional crea y organiza los establecimientos carcelarios de que trata el artículo 705 del Código Penal Militar, para la ejecución de las penas privativas de la libertad impuestas al personal militar o de la Policía Nacional, tiénese como tales la cárcel militar de Tolemaida creada por el Decreto 775 de 1974 y el Centro de Reclusión Policial, cuyo funcionamiento se autorizara mediante Resolución 216 de 27 de agosto del mismo año, de la Dirección General de Prisiones.
