Quedan suprimidas las exenciones y rebajas de los derechos de aduana, del impuesto fluvial y las correspondientes a tarifas de los ferrocarriles de la República, salvo lo relativo al Cuerpo Diplomático, las establecidas en contratos especiales vigentes, en tratados públicos, y los que se refieran al fomento de la agricultura, de acuerdo con el artículo 1° de la Ley 99 de1928, y las establecidas en el artículo 2° de la Ley 11 de 1924 .
