La responsabilidad civil que se deduzca en juicios de cuentas contra los responsables del Erario, sean de carácter nacional, departamental o municipal, se hará efectiva independientemente de cualquier acción criminal que contra las mismas se surta ante el Poder Judicial por alzamiento de las cantidades a que aquellos juicios se refieran.
