Artículo primero. Facúltase a los Alcaldes de las capitales de Departamentos y de las ciudades que de acuerdo con el censo de 1938 tengan veinticinco mil habitantes o más, para hacer, previa aprobación del respectivo Gobernador de Departamento, la convocación convocatoria de los Concejos Municipales a sesiones extraordinarias y por tiempo indeterminado.
