Autorízase a los institutos en liquidación del sector agropecuario (Incora en liquidación e INAT en liquidación) para que trasladen la cartera no recibida por el Instituto Colombiano de Desarrollo Rural, Incóder, a la Central de Inversiones S. A., CISA, con el fin de reestructurarla y habilitar a los beneficiarios y/o usuarios ante el sector financiero, quedando facultada para establecer estímulos al prepago de las obligaciones. Las recuperaciones del CISA, se trasladarán directamente al Tesoro Nacional.
