Artículo único Lo dispuesto en el artículo 1° de la Ley 61 de 1921 no tendrá aplicación, en lo sucesivo, en los ramos de Aduanas y Salinas. En tal virtud el Gobierno podrá hacer en esos ramos los gastos, en la cuantía en que ocurran, de la partida apropiada en el Presupuesto para cada renta, y siempre que sean notoriamente necesarios y urgentes.
