Para la instalación de las correspondientes plantas telefónicas pueden los Departamentos obrar por su propia cuenta, o constituír compañías en que entren como accionistas los Municipios y los particulares, nacionales o extranjeros, con arreglo a las condiciones impuestas en la presente Ley.
