Cuando el concepto al que alude el artículo anterior, no fuere favorable, el Consejo Superior de la Carrera resolverá discrecionalmente sobre la inscripción, la prórroga del período de prueba, o el retiro del servicio, teniendo como base los elementos de juicio que reposen en el expediente, y pudiendo convocar si así lo considerare conveniente, una audiencia en la que participen las partes, o sus representantes.
