Art. 1 .° Autorízase al Poder Ejecutivo para establecer en la capital de la Union un Banco nacional que, promoviendo el desarrollo del crédito público, sirva, al propio tiempo, de ajente o ausiliar para la ejecucion de operaciones fiscales, en los términos de la presante lei.
