Art. 3.° El Poder Ejecutivo dispondrá lo conveniente para contratar, de fuera del país, hasta cinco artistas de reconocida moralidad, buen gusto e instruccion en las espresadas artes, i capaces de presidir i dirijir la enseñanza i educación de los jóvenes que aspiren a profesarlas en Colombia.

Parágrafo

Por ahora se establecerán solamente dos o tres de las escuelas indicadas, i se contratarán solo dos o tres profesores.
