Auxiliase con quinientos mil pesos ($500,000) la construcción de la vía pública que, partiendo de Bogotá hacia el Norte, pasa por las ciudades de Tunja, Málaga y Pamplona, en los Departamentos de Boyacá y Santander, hasta llegar á la ciudad de Cúcuta, los cuales se distribuirán en tres partes iguales entre los dos Departamentos citados y el de Cundinamarca.
