Autorízase al Gobierno para arreglar por convenios especiales con los Departamentos, que con arreglo al artículo 202 de la Constitución tienen derechos constituidos, á titulo de indemnización, sobre las minas y salinas que pertenecían á los extinguidos Estados y que pasaron á ser propiedad de la Nación.
