ARTICULO 76 . La Autoridad Marítima solamente tendrá en cuenta para estas refrendaciones, las licencias de navegación extranjeras que satisfagan los siguientes requisitos

Hasta el 27 de abril de 1989, licencias de navegación expedidas por las Administraciones Marítimas de los países con tradición marítima reconocida, en virtud de sus propias normas de titulación, anteriores al Convenio Internacional sobre Normas de Formación, Titulación y Guardia de la Gente de Mar, 1978, y

A partir del 28 de abril de 1989, únicamente licencias de navegación o títulos expedidos por las Administraciones Marítimas de países Parte del Convenio, en virtud de tales normas.
