Art. 1° . El Gobierno hará los nombramientos de Consejeros municipales para aquellos Distritos en que ocurriere el caso previsto en el considerando 2, de este Decreto; pero no ejercerá tal función sin que encuentre que concurren las circunstancias de que en el citado considerando se habla.
