Hasta que el Congreso disponga la completa separación de los servicios astronómico y meteorológico, se adscriben al Director del Observatorio Meteorológico Nacional de San Bartolomé, las funciones especiales que le fueron asignadas al Director del Observatorio Astronómico Nacional, en virtud del artículo 1º. Del Decreto No.455 de 5 de abril de 1921.
