ARTICULO 14. Mercancias restringidas . Las disposiciones previstas en este decreto no se aplican a mercancías de circulación restringida, tales como armas, municiones, vehículos blindados y demás blindajes, y otros elementos de material reservado, sicotrópicos y precursores.
