Para efectos de la aplicación del Capítulo II de este Decreto, son sujetos afectados las personas naturales, personas jurídicas, sociedades de hecho, sucesiones ilíquidas, patrimonios autónomos, responsables, agentes de retención o autorretención, declarantes, usuarios aduaneros y sujetos de obligaciones cambiarias administradas por la DIAN cuyo domicilio fiscal al 10 de agosto de 2026 se encontraba ubicado en el ámbito territorial definido en el artículo 1 del presente Decreto.
