º. Modifícase el artículo 87 del Decreto 2041 de 1998; en consecuencia, el texto completo del citado numeral quedará así: "Artículo 87. Situaciones particulares. El Ministerio de Comunicaciones queda facultado para resolver situaciones particulares que se generen por la aplicación del presente régimen. El Ministerio de Comunicaciones podrá determinar la manera especial para que los operadores puedan liquidar y pagar las contraprestaciones por concesiones, cuando deban pagar distintos valores de contraprestación por un mismo servicio".
