Autorizase al Gobierno para que después del 15 de diciembre de 1947, verifique dentro del Ministerio de Educación los traslados presupuestales de las partidas que no hayan sido giradas por carecer de contratos o porque arrojen sobrantes las apropiaciones presupuestales, para acreditar con ellas el artículo 1775, Capitulo 83, del Presupuesto vigente, hasta por la suma de ciento setenta mil pesos ($170.000).
