° Sera obligación de todas las oficinas que, según la presente Ley, se surtan de efectos del Almacén, pasar al Ministerio de Obras Públicas, con las debida anticipación, un presupuesto de los efectos que, a su juicio, hayan de necesitarse durante el año siguiente.
