Artículo cuarto. El Gobierno o el Ministro procederán conforme a las disposiciones, legales vigentes, a designar el personal que deba ocupar los cargos que se establecen en el presente Decreto. Los empleados que estando al servicio del Ministerio de Comunicaciones, fueren incorporados en dichas cargos, no requerirán Henar otra formalidad que la firma del Acta respectiva y el pago del impuesto de timbre correspondiente a la diferencia de remuneración, si a ello hubiere lugar.
